Forster, Chairman of Interstate Cooperation in the Georgia House of Representatives is one of 40 state leaders from across the nation selected for the prestigious Toll Fellowship Program sponsored by The Council of State Governments. The annual week-long seminar, to be held September 24th thru 29th in Lexington, KY, is named in honor of Henry Toll, a Colorado senator who founded CSG in 1933. It is aimed to develop the next generation of leaders from all three branches of state government. This year's dynamic program will focus on trends analysis, policy development and institutional changes. The experience gives these leaders perspectives they would not ordinarily obtain during the course of their regular governmental service. Chairman Forster was nominated by the Speaker of the House - Rep. Glenn Richardson, with endorsements from Retired Georgia Supreme Court Chief Judge Norman Fletcher, and Secretary of State Cathy Cox. Forster was selected from many outstanding applicants by a committee of state elected and appointed officials as one of the most promising leaders of state government. Past Toll Fellowship graduates include U.S. Senators, members of Congress, and governors, as well as other leaders in state government. Rep. Forster is the first House member elected from Catoosa County to serve as a Chairman in the Georgia House of Representatives. Forster is also the only legislator to complete a Masters of Science in Public Policy (Econ Dev) from the Georgia Institute of Technology’s Ivan Allen College, and one of the few members in the General Assembly that is a veteran of the U.S. Armed Forces. He was reelected to his third term July 2004 receiving about seventy percent of the vote from the people of District-3 in Catoosa and Whitfield counties. In addition to serving in as Chairman of Interstate Cooperation, Forster is also the Secretary on the Public Utility & Telecommunications Committee, a member of the Appropriations (Econ Dev) Committee, and a member of the Insurance Committee.
